Trouble began in 2017. A Farmers Irrigation District (FID) operated ditch sprung a leak where it runs on the property of Richard and Misty Boone. Their pond started to overflow. They asked FID to fix the leak. When they didn't receive a response from FID they patched the leak themselves with clay and river rocks.

Later they noticed the ditch rider causing damage to the plants that hold the ditch bank together.

At the January 22 Commission Meeting, Boone (Richard) said of FID, "They're breaking city and county codes...We're trying to get them to get their stuff together so they can do it (their job) correctly...we're not stopping them from getting water to City of Farmington...but we as citizens and property owners and water rights owners, we wanna make sure that it's done right..." He alleged that the ditch company won't answer their calls or communicate with them. Which is particularly concerning given that FID is now moving 400 feet of the ditch without giving any notice.

During a December 19, 2018 interview with TALON, Boone said, "They (FID) have no engineers involved in this and that's what really scares us."

Regarding the damage to the ditch bank and the new project of moving the ditch, Boone's wife Misty said, "One of our biggest issues is the simple fact that they told us that they're not liable...We want to get it out so people can get together and make a change."
