Marching band members from Aztec High School filled several rows of seats at the city commission meeting Tuesday night. Mayor Snover called them to the front of the room during Citizen Recognition. They received a certificate of recognition from the city for their four first place finishes at the 2018 New Mexico Pageant of Bands.

The commissioners approved Consent Agenda items: Commission Workshop Minutes and Commission Meeting Minutes October 9, 2018; State Grants in Aid FY19; Resolutions 2018-1103 Certification of Capital Asset inventory, 2018-1107 Municipal Surplus; Re-Bid ITB 2019-663 Western Red Cedar Poles; Public Regulation Commission State Fire Marshal Division Agreement; Economic Development Advisory Board Appointment.

Commissioner Sherri Sipe asked for Consent Agenda Item F Resolution 2018-1106 Quarterly Budget Review to be pulled, and Commissioner Austin Randall asked for Consent Agenda Item C Participation Agreement with San Juan County for Pictometry License Agreement to be pulled. Both commissioners wanted clarification before they approved the items. Commissioner Randall asked city Project Manager Ed Kotyk why the price for the agreement varied so much. Kotyk explained that it depends on the amount and quality of the pictures he orders. Commissioner Sipe noticed income from the New Mexico Self Insurers Fund decreased. So she asked what requirement the city missed, and how they can fix it. City Finance Director Kathy Lamb answered that the absence of the mayor and city manager at the Safety Council Meeting caused the decrease. City Manager Steve Mueller was confident that his attendance at the 2019 meeting would be sufficient and already has it on his schedule. Commissioners approved both pulled items and then Business Item A Aztec Sparkles Lighting Contest Awards.

Two Land Use Hearings followed. Commissioners approved both: Hilcorp Inc. Drill Site Permits OG 18-04 (Glen Swire #1) and OG 15-05(Fay Burdette #1.)
